About the grant
Energy-efficient windows and exterior doors increase comfort and can lower your electricity bill. This grant scheme covers up to 20% of the cost of modern, energy-efficient windows and exterior doors. The grant covers the purchase price of new windows and doors only, not installation costs.
To achieve maximum effect, make sure the areas around the windows are properly sealed and well insulated when they are installed.
Please note that you cannot receive support for replacing windows and doors from both Oslo Municipality and Enova. Housing co-operatives (borettslag) and condominium associations (sameier) that are planning larger energy upgrades are recommended to apply for Enova’s grant scheme Support for energy measures in housing co-operatives and condominium associations, which can fund several energy measures in the same project.

- Work must not be started, nor contract signed, before approval for the grant is given.
- The exterior doors and windows to be replaced must be older than 30 years.
- The U-value (thermal transmittance) of the new doors, including frame/sash and mullions, must be equal to or lower than 0.8 W/m2K.
- The average U-value for the new windows, including frame/sash and mullions, must also be ≤ 0.8 W/m2K.
An U-value is a measure of how efficiently a window or door reduces heat loss.
- Only housing cooperatives and condominium associations registered with an organization number in the Enhetsregister can apply.
For buildings that are listed («gullistet») with the City Heritage Preservation Authority (Byantikvaren), the following applies:
- The average U-value for windows, including frame/sash and mullions, must be ≤ 1.0 W/m2K. Otherwise, the same criteria listed above must be met.
- The application must include a detailed cost quotation for windows and exterior doors, and confirmation that the U-value requirement will be met.
- The support rate for new windows and doors is 20 percent.
- For windows in heritage-listed buildings («Gul liste»), with U-values between 0.8 and 1.0 W/m2K, 15 percent support is given.
- The maximum support sum per housing cooperative or condo association is 2 million Norwegian kroner.
Maximum grant limit for housing cooperatives and condominium associations
Housing cooperatives (borettslag) and condominium associations (sameier) may receive a maximum of EUR 300,000 in grant commitments from the Climate and Energy Fund over a three-year period (calculated from date to date).
The grant commitment is awarded in accordance with the limits for de minimis aid. The de minimis rules mean that an recipient may not receive more than EUR 300,000 in total aid over a three-year period. The aid recipient is responsible for checking whether the housing cooperative has received other de minimis aid and for providing correct information about previously received aid. If the aid exceeds the maximum limit, it may be required to be repaid.
By accepting the aid, the applicant confirms that the guidelines have been understood and complied with. The maximum limit applies regardless of whether the aid recipient is considered an undertaking or not, cf. Article 61 of the EEA Agreement.
Housing co-operatives (borettslag) and condominium associations (sameier) that are planning larger energy upgrades are recommended to apply for Enova’s grant scheme Support for energy measures in housing co-operatives and condominium associations. This scheme can provide funding for several different energy measures in the same project.
In January 2026, Enova introduced new terms for its support scheme for housing companies. This change means that more applicants qualify for support than before. We therefore recommend that you check whether you can receive support from Enova for replacing windows and doors before you apply to Oslo Municipality. Enova can cover up to 25% of the cost, with a maximum grant amount of NOK 10 million.
Please note that you cannot receive support for replacing windows and doors from both Oslo Municipality and Enova. If you have received support for new windows and doors from Oslo Municipality, this measure cannot later be included in an application for support from Enova.
Enova supports projects that result in more than 10% reduction in total energy demand in the building. Oslo Municipality supports replacement of windows and doors that results in less than 10% reduction in total energy demand. See the criteria section for details.
- Obtain offers (quotations) for new windows or doors from a supplier.
- The application must include a cost estimate with itemized costs for windows and external doors, and documentation that the U-value requirement will be met.
- Submit a grant application and attach quotations and supplier documentation of U-values.
- Submit a final report after the windows and/or doors have been replaced.
- The grant is paid out after the final report is received and processed by Klimaetaten.
