About the grant

Solar systems reduce energy costs for your co‑op/condo. The grant covers up to 30% of costs, limited to NOK 5,000 per kWp. The maximum grant is NOK 3 million.

From 2024, rooftop solar installations in Oslo no longer require an application fee to the Planning and Building Agency (Plan- og bygningsetaten).

If you are planning a larger energy upgrade, you are encouraged to apply for “Support for energy measures in housing co‑ops and condominiums”. You cannot receive support for the same solar system from both Enova and Oslo Municipality.

  • All housing co‑ops and condominium associations in Oslo that are registered with an organisation number can apply.
  • Co‑ops/condos that run business activities may apply, but you cannot combine this grant with other public support for the same system (for example from Enova).
  • The grant must trigger the project: do not start work or sign contracts before you receive a grant approval.

Purchase and installation costs for solar PV or solar thermal systems.

  1. Submit the application. Some schemes require extra documentation, such as a supplier quote.
  2. You will get an answer in the grant portal within two weeks. Do not start work or enter into contracts before you have our answer.
  3. After the system is installed, submit a final report in the portal. The approval letter tells you what to include.
  4. After the final report is approved, the grant is paid to the account registered on your Oslo Municipality customer profile.

  • Up to 30% of costs are covered by the grant.
  • Maximum NOK 5,000 per kWp installed capacity.
  • Maximum NOK 3,000,000 per application.

  • Support is possible for hire‑purchase agreements. Only the purchase and installation costs of the system are eligible, not vendor margins or service/operating costs.
  • The attached quote must include a repayment plan.
  • Ownership of the system must transfer to the co‑op/condo when the instalment period ends.
  • For payment of the grant, you must document invoices already paid that are at least equal to the grant amount. Only one payout is made for instalment cases.

If your application is rejected, you may appeal within three weeks of receiving the rejection letter. Send your appeal to fondet@kli.oslo.kommune.no.
