No one can solve the climate crisis alone. The City of Oslo has set ambitious climate goals, and reaching them requires cooperation with the business community.

That is why, since 2010, the City of Oslo has invited companies to join the Business for Climate-network. The purpose of the network is to create an arena for dialogue and cooperation between the municipality and the business sector, and to mobilise businesses and other organisations across sectors and industries to actively contribute to achieving Oslo’s climate targets towards 2030, in line with the city’s climate strategy.

About the network

Through the network, businesses are invited to take part in Oslo’s climate work. The City of Oslo uses Business for Climate as an arena for dialogue, co-creation and feedback on new climate measures, policy instruments and initiatives, ensuring that perspectives from the business community are considered early in the development process.

At our meetings, one receives up-to-date information from the municipality and have the opportunity to provide input, share experiences and give feedback. Representatives from the Climate Agency and other municipal agencies are present, as well as participants from city departments. Politicians from the City Council also regularly take part.

At all meetings, we facilitate knowledge-sharing and experience exchange through presentations, group discussions and conversations.

The network consists of 80 partner companies from the business sector, academia, and organisations in the Oslo region. The partners are committed to reducing their own emissions and contributing to Oslo’s climate targets. In addition, more than 300 companies participate in our open meeting platforms each year.

Our meeting places

The Executive Leadership Meeting is the annual highlight in Business for Climate. It brings together senior leaders from partner organisations to receive updates from the City Council on the municipality’s climate work, discuss relevant issues with peers, and provide input to the City of Oslo.

The Executive Leadership Meeting is exclusively for businesses that have signed the Climate Agreement and are partners in Business for Climate.

Network meetings bring together the entire network for joint sessions featuring updates on climate work in the City of Oslo and in the business sector, as well as discussions on current and relevant issues. Network meetings are exclusively for businesses that are partners in Business for Climate.

We also organise thematic meetings on various aspects of climate leadership and Oslo’s climate initiatives.

In addition to partner meetings, we run dedicated professional forums within key focus areas, that meet regularly and are open to all companies, regardless of partnership status.

Transport accounts for nearly half of Oslo’s greenhouse gas emissions. One of the main challenges we must address by 2030 is making freight and commercial transport emission-free, with a particular focus on heavy-duty transport. Through this forum, we address the key challenges faced by the transport sector in the green transition. Our work focuses in particular on two main pathways: electrification and increased transport efficiency.

Members of the forum represent the entire transport value chain, ranging from fuel and energy providers, charging operators, energy stations and transport companies, to craftsmen, cargo owners and purchasers of transport solutions. Close and constructive dialogue with vehicle manufacturers is also essential. All actors must move in the same direction if we are to achieve our climate targets.

From the City of Oslo, the Climate Agency participates alongside Tthe Agency for Urban Environment and The Agency for Finance and Administration, both of which are permanent participants.

Oslo’s climate targets require a transition from fossil to renewable energy use, and an energy supply adapted to a zero-emission city. A robust and flexible energy system is a prerequisite for achieving the climate targets on time, while also ensuring good conditions for businesses and residents.

In the Energy professional forum, we discuss solutions to increase energy efficiency, enhance system flexibility, reduce peak demand, and expand local energy production. At forum meetings, members present their initiatives and projects, alongside presentations of the City of Oslo’s work in this area.

The construction sector accounts for nearly 40% of global greenhouse gas emissions. Emissions from building materials, energy use in buildings, as well as emissions and waste from construction activities are major contributors. In the Construction and Engineering professional forum, we address issues related to emissions from construction activities and the use of materials in buildings.

The forum brings together public and private developers, consultancy firms, suppliers, and other companies that wish to contribute to the development of the sector. We also maintain close dialogue with other relevant municipal agencies, including the Agency for Planning and Building Services and the Agency for Finance and Administration.

The City Council has set a clear vision for 2030: Oslo is to become an international hub for circular solutions. Achieving this vision requires collaboration across industries, value chains and sectors. In 2025, we launched a new professional forum for circular solutions within Business for Climate Oslo. The forum provides a space to share knowledge, discuss policy instruments and co-develop solutions together with actors from Oslo’s business community.

The forum is relevant for anyone seeking to contribute to a faster transition to a circular economy. Meetings are designed for different target groups: some focus on the construction sector and challenges related to building materials, while others address value chain challenges within textiles, IT, food and similar sectors. The Agency for Finance and Administration and the Agency for Urban Environment are both actively engaged in the forum.

In collaboration with our partners, we host webinars and breakfast meetings on a range of topics. Some of these events are also open to companies that are not part of the network.

International cooperation

We are part of the C40 City-Business Climate Alliance (CBCA), a global network of over 30 cities sharing strategies to drive ambitious climate action and grow local green economies with businesses.

Who can join the network?

Companies, organisations and other businesses in Oslo and the surrounding region can become partners in Business for Climate.

The business does not need to be a climate frontrunner, but must have started working on climate measures.

Our partner companies come from a wide range of sectors – from start-ups to international corporations, educational and research institutions, as well as organisations.

What they all have in common is a commitment to reducing their greenhouse gas emissions and inspiring others to do so as well.

In order to become partner in Business for Climate, one needs to an application form so we can get to know the organisation better. If the business fulfills the requirements for partnership, it will be invited to sign a Climate Agreement with the The Vice Mayor for Environment and Transport.

The Climate Agreement is a declaration of intent, demonstrating that your organisation supports Oslo’s climate targets and is committed to actively contributing to reducing the city’s emissions. A partnership in Business for Climate Oslo must be anchored in top management, and we therefore encourage senior leadership to take part in the signing of the agreement.

Partners in Business for Climate Oslo commit to active participation in the network. Meeting and exchanging experiences is key to learning from and inspiring each other.

We also ask partners to report annually on their climate work, providing an overview of measures that can be shared at network meetings.

In addition, we encourage all partners to establish robust systems for climate management, including:

  • Anchoring climate work in the organisation’s overall strategy.

  • Accounting for greenhouse gas emissions.

  • Setting measurable and quantified climate targets.

  • Setting climate and environmental requirements for suppliers.

  • Systematic environmental management, preferably with third-party certification (such as Eco-Lighthouse or ISO 14001).
